| description | The present dissertation was developed in the Professional Master in Management and Education Assessment (PPGP) of the Center for Public Policy and Federal University Education Evaluation of Juiz de Fora (CAED/UFJF). The present management case has as study object the in loco evaluation, developed by the Instituto Nacional de Estudos e Pesquisas Anísio Teixeira (INEP – National Institute of Study and Research Anísio Teixeira), of brazilian undergraduate courses offered at distance. The evaluative instruments and their indicators were analyzed, the evaluators selection and training as well as the whole evaluation process to understand if it is enough to induce the quality of that kind of undergraduate courses offered in national scope. The goals of the research were: review the legislation that supports that type of evaluation; analyze the historic evolution of the evaluative instruments; analyze the historic evolution of that type of offer in the country; analyze the evaluators training and the evaluation process flow, as an overview, with the intent to propose possible improvements in the current model. This study was developed because it was noticed the need to improve the knowledge of the distance education, since this type of offer has an accelerated growth nowadays. The actors involved in the management case were: the INEP, in the exercise of its competence to promote the in loco evaluation of undergraduate courses; the evaluators of the Banco Nacional de Avaliadores do SINAES (BASIS – SINAES National Bank of Evaluators); and the higher education institutions. The researcher works for INEP, in the Higher Education Evaluation Direction, specifically, in the In loco Evaluation General Coordination, and is part of the team responsible for managing and training BASIS, as well as reviewing and increasing the evaluation instruments. |

A presente dissertação foi desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/ UFJF). O presente caso de gestão tem como objeto de estudo a avaliação in loco feita pelo Instituto Nacional de Estudos e Pesquisas Anísio Teixeira (INEP) nos cursos de graduação, com recorte para a modalidade a distância. Analisaram-se os instrumentos avaliativos e seus indicadores, a capacitação dos avaliadores e o processo avaliativo como um todo para compreender se são suficientes para induzir a qualidade da oferta desse tipo de curso de graduação no âmbito nacional. Os objetivos da pesquisa foram: revisar a legislação em que está pautada esse tipo de avaliação; analisar a evolução histórica do instrumento de avaliação utilizado; analisar a evolução histórica da modalidade a distância no país; analisar a capacitação dos avaliadores e o fluxo processual avaliativo, em um panorama geral, com a intenção de propor possíveis aprimoramentos do modelo atual. Percebeu-se a necessidade de aprofundar os estudos da modalidade a distância dado o crescimento acelerado desse tipo de oferta. Os atores envolvidos no caso foram: o INEP, no exercício de sua competência de avaliação in loco dos cursos de graduação; os avaliadores do Banco Nacional de Avaliadores do SINAES (BASIS); e as Instituições de Ensino Superior do país.
