| description | Faced with the growing use of information and communication technologies in order to promote greater governance for Public Administration, this research aimed to fill a gap in the development of a digital governance index applicable to autarchy and founding autarchy in the Brazilian federal government linked to the MEC, called IGD-Aut. This instrument aims to provide a tool for the manager to follow the websites of his institution to verify his degree of implementation of digital governance practices. Data were collected from all 108 websites that make up the study population. Correlation analysis was performed to corroborate the theoretical structure of the conceptual model applied to the scale of the index. The calculation of the averages attributed to each website in each scale item generated individual scores by organization. These scores are presented in a national ranking of compliance with digital governance practices. Results reveal that the biggest gap for the promotion of digital governance is compliance with Citizen Participation practices. It is therefore suggested that more attention be paid to good practices related to satisfaction surveys, prior consultations, permission for the citizen to communicate to the organization unforeseen events and permission for the citizen to evaluate events generally promoted by the organization. It was also verified that the organizations that least comply with the practices of digital governance are concentrated in the Northeast and North regions. |

Diante do crescente uso das tecnologias de informação e comunicação com o propósito de promover maior governança para a Administração Pública, esta pesquisa objetivou preencher uma lacuna desenvolvendo um índice de governança digital aplicável a autarquias e fundações autárquicas no executivo federal brasileiro vinculadas ao MEC, denominado IGD-Aut. Este instrumento visa disponibilizar uma ferramenta para o gestor realizar o acompanhamento dos websites de sua instituição para verificar seu grau de implementação de práticas de governança digital. Foram coletados dados de todos os 108 websites que compõem a população estudada. Realizou-se análise de correlação para corroborar a estrutura teórica do modelo conceitual aplicado à da escala geradora do índice. O cômputo das médias atribuídas a cada website em cada item da escala gerou escores individuais por organização. Esses escores são apresentados em um ranking nacional de atendimento às práticas de governança digital. Resultados revelam que a maior lacuna para promoção da governança digital é o atendimento às práticas de Participação Cidadã. Sugere-se, assim, maior atenção às boas práticas relacionadas à realização de pesquisas de satisfação, consultas prévias, permissão para o cidadão comunicar à organização fatos imprevistos e permissão de avaliação pelo cidadão de eventos em geral promovidos pela organização.
